Az ipari alpintechnika alkalmazásának alakulása hazánkban

Az ipari alpintechnika alkalmazásának alakulása hazánkban Mai értelembe véve vett ipari alpintechnikai módszer alkalmazása az 1970-es évek elejétől hegymászó technika néven vált ismertté az iparban. Azonban ezt jóval megelőzve, már az 1870-es (Nem tévedés!) években is végeztek „alpin” munkákat. Bizonyíthatóan Budapesten (a Gellért-hegyen) az 1908-as évből vannak az első emlékek e technika alkalmazásáról.  A technikát főként ott kezdték alkalmazni, ahol a hagyományos építőipari módszerekkel nem lehetett elvégezni a feladatot a helyszín nehéz-, veszélyes megközelítése miatt, de nem volt utolsó szempont a gazdaságosság kérdése sem. Ebben a „hőskorban” a munkákat aktív barlangászok és hegymászók végezték klubmunka szinten, akik sport tevékenységük folytatása közben megszerzett tudásukat, tapasztalataikat tudták a munkafeladat elvégzésének szolgálatába állítani. A felszerelések minősége és a szakmai felkészültség a legkülönbözőbb szinteken mozgott. Eleinte sportegyesületekben, később a 80-es évektől vállalkozási formában kezdtek működni kisebb társaságok. Egyre sokrétűbb, bizonyos esetekben komoly szakértelmet megkövetelő munkafeladatok elvégzésének igénye merült fel ezért már a kötéltechnikai ismeretek mellé az aktuális feladat elvégzéséhez kapcsolódó szakirányú végzettségű munkavégzők bevonása vált szükségessé. Ekkor még minden működő vagy induló vállalkozásban jelen voltak a sportoló szakemberek is, akik munkahelyi környezetben tanították be leendő kollégáikat, a gomba módjára szaporodó cégek ipari méreteket öltő munkavégzésével párhuzamosan. Felismerték azt a tényt, hogy a technológia nagy előnye az alkalmazásában rejlik, mellyel a jelentős költségekkel és idővel járó állványozást lehetett kiváltani. Így a gazdasági és hatékonysági paraméterei igazolták ezen „szakma” létjogosultságát. Azonban a szemléletmód is nagyban tükrözte a dolgozók hátterét, hozzáállását. Sokan virtust csináltak az ipari alpintechnikából, romantikus kalandsportként felfogva azt. Emelkedtek a munkabalesetek, melyek döntő részben emberi mulasztásra voltak visszavezethetők. Ebben az időben csak a munkavédelmi törvény adott némi iránymutatást illetve a barlangász-, hegymászó sportban működő tanfolyami képzési tematika. Változást az I/1995. MüM. rendelet hozott az Ipari Alpintechnikai Biztonsági Szabályzat megjelenésével. A Szabályzatban megfogalmazottak a munkavédelmi szabályokat ötvözték a kötéltechnikával és elindult egy folyamat a biztonságos munkavégzés megvalósítása és a szakszerű képzés érdekében. Napjainkban a 11/2003. (IX. 12.) FMM. rendelet a hatályos jogszabály. A szakmai képzést illető változást a Munkaügyi közlöny 2004.évi 5. számában közzé tett ipari alpintechnikai szakmai oktatók névsora hozott. Így hivatalosan az ott felsorolt személyek végezhetnek ilyen jellegű képzési tevékenységet. Ezen oktatók hozták létre a MIAOE-t, a Magyar Ipari Alpintechnikát Oktatók Érdekvédelmi Egyesületét, mint szakmai szervezetet. Az idő múlásával terjedt a technika és fejlődött az eszközök használata. Mára mind szélesebb és nagyobb igény jelentkezik ennek a technológiának az alkalmazására. Ugyanakkor az „ipari alpinisták” munkavédelmi hozzáállása sajnos a mai napig igen lehangoló jelenséget mutat. A nagy hiba a berögződésekben, a szemléletmódban, szakmai oktatás hiányában és a hozzáállásban /egy-két nagyobb céget és igényes szakembert leszámítva/ keresendő, ugyanis vajmi keveset változott az, a biztonsági előírások betartását illetően. A legszomorúbb tény, hogy ennek csak a kisebbik oka anyagi természetű, sokkal inkább a szemléletben, igénytelenségben keresendő a legalapvetőbb biztonsági szabályok figyelmen kívül hagyása. Hiába a sok baleset, rendeleti szabályozás, a munkavédelmi ellenőrzés és bírság, az egyre jobban fejlődő védőeszköz állomány, ha nem alkalmazzák azokat. Hazánkban a munkavédelemnek ezen a területen is szükséges lenne fejlődésre, elsősorban az emberek ezzel kapcsolatos gondolkodásbeli megújulásra.
